Scalar weather refers to the claimed ability to engineer weather by using "new" longitudinal electromagnetic (EM) waves to create geographic areas of heat and cold in the atmosphere or ocean at great distances.

Normal temperature changes initiate vast climactic effects such as drought, rain, hurricanes, tornados and other phenomenon. "Scalar weather wars" are charged with initiating such events, and lessening or worsening existing or naturally occurring events. Scalar weather can also allegedly manipulate the jet stream by introducing areas of high and low pressure. This can effectively push the jet stream north or south to steer a storm. Those who subscribe to scalar weather wars believe one recent storm enhanced and directed by this technology was hurricane Katrina, which struck the United States Gulf Coast in August 2005.

Scalar weather is one of the hottest conspiracy theories of the new century, though its roots go back several decades. One of its leading proponents, Lt. Col. Thomas Bearden (retired Army), claims that North America's weather has been internationally manipulated by weapons of scalar weather for the past five decades.

The "hybrid" longitudinal EM wave pairs purportedly produced for scalar weather control can be projected from any point on earth using beam transmitters. The wave pair, said to be electrogravitational, can purportedly be directed through the earth and oceans to transect at a particular geographic location, causing an interference or grid pattern. "Grid clouds" are said to be one of the telltale signs of artificial manipulation of weather. The force fields created in the intersecting zone can be manipulated to fill with radiating heat or cold.

Subscribers claim the point of scalar weather wars is to cause great economical damage to a nation, such as the United States, in order to create an eventual collapse through a series of widespread 'natural' disasters. Aside from weather, EM waves can also be used to cause earthquakes and volcanic eruptions. On his website, Bearden quotes the Secretary of Defense William Cohen at a 1997 Department of Defense (DOD) news briefing on terrorism:

"Others are engaging even in an eco-type of terrorism whereby they can alter the climate, set off earthquakes, volcanoes remotely through the use of electromagnetic waves. So there are plenty of ingenious minds out there that are at work finding ways in which they can wreak terror upon other nations. It's real, and that's the reason why we have to intensify our efforts."

It is further recognized that EM waves of sufficient magnitude could be used to disable airplanes, virtually knocking them from the sky, destroy satellites and disrupt human brain waves. Some believe an advanced form of this technology might be capable of mass mind control.

Bearden claims scalar weather weapons were first developed in 1976 by KGB and sold to "a rogue Japanese group" in 1989, remaining on Russian territory under joint control. It is from this site that North American weather continues to be manipulated, according to Bearden.

Bearden and others charge America's answer to scalar weather wars is the High Frequency Active Auroral Research Program (HAARP). Founded by two branches of the U.S. military and the university of Alaska, HAARP's self-stated objective is to "understand, simulate and control ionospheric processes that might alter the performance of communication and surveillance systems."

In the 1990s, a handful of American physicists voiced their concerns in scientific journals over the possible exploitation of HAARP. In essence they stated that HAARP could be used as a weapon, taking out aircraft and missiles or disrupting communication over large areas of earth. Bernard Eastlund, a physicist that worked on HAARP early on, proposed weapon type applications using high-frequency waves to take out missiles or craft. HAARP officials claim Eastlund's patents were never incorporated into its design and disregard rumors of HAARP being a weapon, or used for scalar weather control.
